Euro Area Job Vacancy Rate at 2.2 Percent, with Cyprus in the Top Four

In the second quarter of 2025, the job vacancy rate was 2.2 percent in the euro area, a decrease from 2.4 percent in the first quarter of the current and from 2.6 percent in the second quarter of 2024, according to the figures published by Eurostat, the statistical office of the European Union.

The job vacancy rate in the EU was 2.1 percent in the second quarter of this year, dropping from 2.2 percent in the first quarter of 2025 and down from 2.4 percent in the second quarter of 2024.

In the euro area, the job vacancy rate in the second quarter of this year was:

  • 0 percent in industry and construction, and
  • 4 percent in services

In the EU, the rate was

  • 8 percent in industry and construction, and
  • 3 percent in services

Job vacancy rate by Member States

Among the Member States for which comparable data are available, the highest job vacancy rates in the second quarter of this year were recorded in the Netherlands (4.2 percent) and Belgium (3.9 percent), followed by Austria (3.4 percent), Cyprus (3.3 percent), and Malta (3.2 percent). The lowest rates were observed in Romania (0.6 percent), Spain and Poland (both 0.8 [ercent), followed by Bulgaria (0.9 percent).

Compared with the same quarter of 2024, the job vacancy rate increased in five Member States, remained stable in three Member States and decreased in 19 Member States. Increases were observed in Cyprus (+0.3 pp), Lithuania and Malta (both + 0.2 pp), followed by Bulgaria and Estonia (+0.1 pp in both of them). Except for Czechia, impacted by a methodological break in the first quarter of 2025 (see country notes), the largest decreases were recorded in Greece (-0.9 pp), Finland (-0.7 pp), followed by Germany and Austria (both -0.6 pp).
